5th Project Board Meeting of the IWRM-EbA Project to Strengthen Climate Resilience in Lao PDR

Project Description
The Integrated Water Resource Management and Ecosystem-based Adaptation (IWRM-EbA) Project is a national initiative led by the Department of Water Resources (DWR) under the Ministry of Agriculture and Environment (formerly MONRE) in partnership with the United Nations Development Programme (UNDP). The project aims to strengthen the climate resilience of vulnerable communities in Lao PDR by promoting integrated and sustainable management of land and water resources through ecosystem-based approaches.
Focusing on regions such as the Xe Bang Hieng River Basin in Savannakhet and Luang Prabang City, the project works to reduce climate risks by restoring degraded ecosystems, improving water governance, and building adaptive capacities among local stakeholders. Key components of the project include the development of provincial water governance action plans, construction of small-scale climate-resilient infrastructure, capacity building for government officials and communities, and promotion of cross-sectoral collaboration to ensure inclusive and evidence-based planning.
The IWRM-EbA Project also plays a vital role in implementing national policies and strategies on water resource management and climate change adaptation. By aligning its interventions with socio-economic development plans at multiple administrative levels, the project contributes to both environmental sustainability and improved livelihoods for all ethnic groups across targeted areas.
Through ongoing stakeholder engagement, adaptive management, and technical support, the IWRM-EbA Project exemplifies a model of integrated, nature-based development in Lao PDR.

Project Outcomes & Impacts
On 4 July 2025, the United Nations Development Programme (UNDP) Lao PDR, in collaboration with the Ministry of Natural Resources and Environment (MONRE), successfully convened the Mid-Year Project Board Meeting for the Integrated Water Resources Management and Ecosystem-based Adaptation (IWRM-EbA) Project in Savannakhet Province.
The meeting brought together more than 60 representatives from national and provincial authorities, development partners, and technical experts to review project progress from January to June 2025. Key achievements, financial and procurement updates, and challenges were presented, followed by productive discussions on strategic actions for the remaining implementation period of the year.
🌟 Key achievements during the first half of 2025 include:
• Strengthened capacity of local authorities through training on integrated water and land use planning.
• Completion of small-scale climate-resilient infrastructure in vulnerable districts.
• Development of provincial water governance action plans for Savannakhet and Luang Prabang.
• Enhanced community engagement in ecosystem restoration activities.
Also, High-level remarks were delivered by the Vice Governors of Luang Prabang, H.E. Mr. Chanthanet Boualapha, Vice Minister of MAE, and Ms. Martine Therer, UNDP Resident Representative, who highlighted the importance of climate-resilient development through integrated water governance and ecosystem-based solutions.
The event also featured a symbolic equipment handover to local partners and a site visit to Phiaka and Dongmeuang villages in Champhone District to observe firsthand the project’s impact at the community level.
