Project Description
The Integrated Water Resources Management and Ecosystem-based Adaptation (IWRM-EbA) Project aims to enhance climate resilience and sustainable natural resource management in the Xe Bang Hieng River Basin, with a strong focus on community empowerment. Implemented by the Department of Water Resources (DWR) in collaboration with UNDP Lao PDR and supported by the Global Environment Facility (GEF), the project targets vulnerable communities across five districts in Savannakhet Province: Champhone, Songkhone, Xonnabouly, Sepone, and Nong. A key component of the project is the establishment and capacity building of Community-Based Monitoring (CbM) systems. Through hands-on training activities, village committee members both women and men—are equipped with knowledge and tools to monitor vital ecological indicators such as forest health, drinking water quality, and groundwater levels. Participants learn to operate basic monitoring equipment, collect and analyze data, and prepare standardized monthly reports. By fostering inclusive participation and strengthening local knowledge, the IWRM-EbA project promotes community ownership, improves collaboration with local authorities, and enables early detection of climate-related risks. The project plays a critical role in supporting ecosystem-based adaptation, improving resilience to floods and droughts, and contributing to the sustainable development goals in Lao PDR.

📍 Champhone, Songkhone, Xonnabouly, Sepone, and Nong—covering 15 villages vital to the Xe Bang Hieng River Basin.

Last week, the Department of Water Resources (DWR), in collaboration with UNDP Lao PDR and with support from the Global Environment Facility (GEF), is conducting on-site training in 15 target villages across Savannakhet Province as part of the IWRM-EbA project. 🌿 This hands-on training is part of Activity and follows earlier consultations that helped set up a Community-Based Monitoring (CbM) system—a powerful grassroots tool to help local people protect and manage their natural resources. 🌳🧑‍🌾

Over the course of this mission, 75 village committee members are learning how to track vital ecological indicators such as forest health, drinking water quality, and groundwater levels. They’re gaining hands-on skills in using monitoring equipment, recording data, and preparing monthly reports—essential tools to support long-term climate resilience right at the community level.These activities are fully inclusive, involving both women and men to ensure every voice is heard and empowered. 💪

By building local knowledge and practical tools, this initiative promotes stronger community ownership, enables early detection of climate-related changes, and supports improved management of natural resources at the village level. This training will continue until 21 June 2025 and will be a key milestone in strengthening community ownership, boosting local capacity, and helping Lao PDR adapt to climate impacts like floods and droughts.
