Establishing Regulations for Groundwater Management & Long-Term Water Conservation

Groundwater is a vital resource that sustains ecosystems, supports agriculture and industry, and provides essential drinking water. However, floods, droughts, deforestation, and climate change are increasingly threatening water security and the livelihoods of communities in Laos. To address these challenges, the Integrated Water Resources Management and Ecosystem Adaptation (IWRM-EbA) Project, led by UNDP Lao PDR in partnership with the Ministry of Natural Resources and Environment (MONRE), is working to enhance climate resilience and promote sustainable water and land resource management in two of the country’s most vulnerable regions—the Xe Bang Hieng River Basin and Luang Prabang City. A core component of the IWRM-EbA Project is the protection of headwater forests and riparian zones, which play a critical role in regulating floods, preserving biodiversity, and maintaining water security. By restoring degraded ecosystems, implementing nature-based solutions, and fostering community engagement, the project enhances resilience against extreme weather events while ensuring long-term environmental sustainability.
Project Outcomes & Impacts
Groundwater is a vital natural resource that sustains ecosystems, provides drinking water, and supports agriculture and industry. To ensure its sustainable management, on March 20, 2024, in Siwilai Village, Champhone District, Savannakhet Province, the Integrated Water Resources Management and Ecosystem Adaptation Project—in collaboration with the Champhone District Office of Natural Resources and Environment, the Champhone District Office of Agriculture and Forestry, local organizations, and village residents—implemented key activities to establish groundwater management regulations and form a village groundwater management committee.

✅ Form a dedicated committee to oversee and monitor groundwater use.
✅ Encourage community participation and ownership in the sustainable and efficient use of the well.
