High Level Visit LuangPrabang Province and Site visit of IWRM-EbA Project

Project Description
The Integrated Water Resource Management and Ecosystem-based Adaptation (IWRM-EbA) Project is a national initiative led by the Department of Water Resources (DWR) under the Ministry of Agriculture and Environment, in partnership with the United Nations Development Programme (UNDP), and supported by the Global Environment Facility Least Developed Countries Fund (GEF-LDCF). The project aims to strengthen the climate resilience of vulnerable communities in the Lao People’s Democratic Republic through the integrated and sustainable management of land and water resources, applying ecosystem-based adaptation approaches.

Focusing on priority areas such as the Xe Bang Hieng River Basin in Savannakhet Province and Luang Prabang City, the project supports ecosystem restoration, development of climate-resilient infrastructure, improved water governance systems, and capacity building for both local authorities and communities.

Through close collaboration with government institutions, local communities, and development partners, the IWRM-EbA Project promotes inclusive, participatory, and evidence-based planning to address the impacts of climate change while enhancing livelihoods and environmental sustainability. By aligning with national development priorities and climate adaptation strategies, the project contributes to strengthening resilience, conserving critical ecosystems, and supporting sustainable socio-economic development in targeted areas.
Project Outcomes & Impacts
The visit of Ms. Kanni Wignaraja, United Nations Assistant Secretary-General and UNDP Regional Director for Asia and the Pacific, provided an important opportunity to showcase the achievements of the IWRM-EbA Project in strengthening climate resilience and sustainable development in Luang Prabang Province.

During the field visit to Na Sang Wery Village, project interventions demonstrated tangible results through ecosystem-based flood protection measures, improved community water management systems, and locally led waste management initiatives. These actions have contributed to reducing climate and disaster risks, improving environmental conditions, supporting local livelihoods, and safeguarding the natural and cultural heritage of Luang Prabang.

The visit also facilitated constructive dialogue among government authorities, local communities, tourism entrepreneurs, private sector representatives, and development partners. Stakeholders exchanged experiences and received valuable recommendations on enhancing collaboration, strengthening community resilience, promoting sustainable tourism, and expanding integrated financing approaches to support long-term climate adaptation efforts.

As a result, the mission reinforced stakeholder commitment to scaling up nature-based solutions and fostering multi-sector partnerships for sustainable watershed management and climate-resilient development. The recommendations provided will help guide future project implementation and contribute to achieving greater environmental, social, and economic benefits for local communities.
