Strengthening Sustainable Forest Management in Nong District

Project Description
The Integrated Water Resource Management and Ecosystem-Based Adaptation (IWRM-EbA) Project is implemented by the Department of Water Resources under the Ministry of Natural Resources and Environment, with support from UNDP Lao PDR. The project is designed to enhance climate resilience, improve the sustainable use of natural resources, and strengthen community-based ecosystem management in key areas of the Xe Bang Hieng River Basin and Luang Prabang City. Through a combination of integrated water resource management and ecosystem-based adaptation strategies, the project works to conserve critical watersheds, protect biodiversity, and reduce vulnerability to climate risks. It actively engages local communities, particularly women and vulnerable groups, in participatory planning, natural resource governance, and the promotion of sustainable livelihoods. The IWRM-EbA project contributes to long-term environmental sustainability while improving the adaptive capacity of rural communities across targeted provinces.
Project Outcomes & Impacts
To ensure that forests and forest lands within village management areas are used sustainably and continue to provide regular benefits to the community, a series of field activities and consultations were conducted.

From May 13–20, 2025, the Office of Agriculture and Forestry and the Office of Natural Resources and Environment of Nong District, under IWRM-EbA project, collaborated with relevant district-level agencies, village organizations, and local villagers to carry out a comprehensive field mission in Saveu and TangAlaiNeua villages. The activities included open consultation meetings with stakeholders at all levels, field surveys, data collection, identification of forest boundaries and types, management of watershed forests, and the development of forest use and management maps. On May 20, a consultation meeting was held at the Nong District Agriculture and Forestry Office to review the draft forest management plans for Ban Saveu and Ban TangAlaiNuea. The meeting was chaired by Deputy District Director and attended by representatives from the Agriculture and Forestry Office, the Natural Resources and Environment Office, other district offices, and village heads from the target communities.

The objectives of the meeting were:

✅To survey and plan forest allocation with a focus on water source conservation, restoration, and designated use areas in Ban Saveu and Ban Tang Alai Nuea;
✅To promote community participation in the sustainable management, protection, development, and use of natural resources such as land, water, forests, and non-timber forest products, while also enhancing villagers’ incomes through forest management;
✅To develop a practical forest management plan that can be implemented by both village authorities and local residents;
✅To establish village-level patrol teams to monitor forest conditions, prevent forest fires, and respond to natural disasters.

These activities are part of ongoing efforts to strengthen local ownership and ensure the sustainable use of natural resources for present and future generations.
