Transforming Local Knowledge into Sustainable Livelihoods: Building Skills and Generating Income to Strengthen Community Resilience

Project Description
The Integrated Water Resource Management and Ecosystem-based Adaptation (IWRM-EbA) Project is a national initiative led by the Department of Water Resources (DWR) under the Ministry of Agriculture and Environment, in partnership with the United Nations Development Programme. The project aims to strengthen the climate resilience of vulnerable communities in Lao People's Democratic Republic through integrated and sustainable management of land and water resources using ecosystem-based approaches. Focusing on areas such as the Xe Bang Hieng River Basin in Savannakhet Province and Luang Prabang city, the project supports ecosystem restoration, climate-resilient infrastructure, improved water governance, and capacity building for local authorities and communities. 🌏💧

Through close collaboration with government agencies, local communities, and development partners, the IWRM-EbA Project promotes inclusive and evidence-based planning to address climate change challenges while improving livelihoods and environmental sustainability. By aligning with national development and climate adaptation strategies, the project contributes to strengthening resilience, conserving natural ecosystems, and supporting sustainable socio-economic development for communities across targeted areas.
Project Outcomes & Impacts
The activity has contributed significantly to strengthening climate resilience and improving sustainable livelihood opportunities for local communities in targeted villages of Savannakhet Province. Through vocational training on “Khaem” handicraft production, community members particularly women and vulnerable households—gained practical skills in weaving, product design, and the processing of locally available natural materials into value-added handicraft products. The initiative helped diversify household income sources at a time when farming and gardening activities are increasingly impacted by climate change, droughts, and unpredictable weather conditions. At the same time, the activity promoted greater awareness of sustainable natural resource management, ecosystem conservation, and the role of local communities in supporting long-term environmental protection and climate adaptation. 🌿🤝

Key outputs of the activity include the successful implementation of vocational training sessions in Tangalai Nuea, Kengthamea, and Kenghouapa Villages; improved technical knowledge and handicraft production skills among participating community members; and increased utilization of “Khaem” as both a climate adaptation and livelihood resource. The project also supported discussions with local communities on forming handicraft groups, strengthening community participation, and identifying potential market channels for locally made products. In addition, the activity encouraged collaboration between communities, local authorities, and project stakeholders to ensure that livelihood development initiatives are aligned with local needs, culturally appropriate, and environmentally sustainable. 🧺✨
