Integrated Climate Resilient Flood Management Strategy (ICFMS) for Five Districts in Savannakhet and One District in Luang Prabang
Flooding is one of the most frequent and devastating natural disasters impacting communities in Laos, particularly in the central and southern regions, where the combination of seasonal rains and inadequate infrastructure often results in significant damage to both the environment and local economies. The Integrated Climate Resilient Flood Management Strategy (ICFMS) aims to provide a comprehensive framework for flood management in the five districts of Savannakhet and one district in Luang Prabang, with an emphasis on integrating climate resilience measures to reduce vulnerability and promote long-term sustainability.
This technical report outlines a detailed, multi-phase approach to flood risk management, which includes both structural and non-structural solutions. It takes into account the unique geographic, socio-economic, and environmental contexts of each district to design tailored strategies that can withstand current and future climate challenges.
The ICFMS proposes a combination of interventions, including the construction of flood protection infrastructure, the enhancement of early warning systems, improved land use planning, and the implementation of community-based flood management practices. It also integrates ecosystem-based approaches, such as the restoration of wetlands and floodplain ecosystems, to reduce the impacts of flooding while enhancing local biodiversity and water quality.
This report serves as a vital tool for local authorities, development agencies, and technical experts involved in flood management and climate change adaptation in Laos. By offering a clear roadmap for managing flood risks and strengthening resilience, the ICFMS provides actionable recommendations to safeguard lives, protect infrastructure, and promote sustainable development in these flood-prone districts.
